China Deep Synthesis and Generative AI Provisions

China was the first jurisdiction to regulate generative AI, issuing the Deep Synthesis Provisions in January 2023 and the Interim Measures for Generative AI Services in August 2023. Together they require service providers to implement real-name verification, security assessments, content review, and watermarking for synthetic media.

  • Real-name verification of users

  • Content review obligations to prevent generation of content endangering national security or social stability
  • Approval and registration with the Cyberspace Administration of China (CAC) for many services
