China’s Measures for the Labeling of AI-Generated Synthetic Content require explicit and implicit labels on AI-generated text, images, audio, video, and virtual scenes distributed on Chinese platforms. The Measures, jointly issued by four Chinese government agencies, operationalize the labeling requirements introduced in earlier deep synthesis and generative AI rules.

In force since 1 September 2025.

What it covers

  • All AI-generated content including text, images, audio, video, and virtual scenes
  • Both internet information service providers and online content distribution platforms
  • The mandatory national standard GB 45438-2025 specifies technical implementation

Requirements and penalties

  • Explicit visible labels (e.g., “AI生成” / “AI-Generated”) at the start, end, or appropriate position in content
  • Implicit machine-readable labels via metadata, including provider name, content reference number, and watermarks where feasible
  • Distribution platforms must verify and display labels for AI content uploaded by users
  • Enforcement by CAC; non-compliant content subject to removal and platform sanctions
