UK Crime and Policing Bill 2025

Pending in legislature
United Kingdom
NCII

The Crime and Policing Bill 2025 introduces a new UK criminal offence for the supply of “nudification” tools — apps and software designed to create non-consensual intimate images. The bill targets the deepfake supply chain rather than only end users, making it illegal for companies to provide tools designed to undress people via AI within the UK.

3rd reading completed 25 March 2026; expected Royal Assent later in 2026.

What it covers

  • Supply, distribution, or provision of tools primarily designed to create non-consensual intimate images
  • Companies and individuals making such tools available to UK users
  • New related offences for taking intimate images without consent and installing equipment to record intimate images

Requirements and penalties

  • Pending offences for the creation, supply, and equipment installation surrounding NCII tools
  • Operates alongside the existing creation offence under the Data (Use and Access) Act 2025
  • Final penalty levels set on Royal Assent; expected custodial sentences
  • Working with Online Safety Act enforcement to target both supply chain and platform layers
