Singapore Online Safety and NCII framework

Singapore’s Online Safety (Relief and Accountability) Act 2025 and the pending Criminal Law (Miscellaneous Amendments) Bill 2025 together establish a layered framework for handling deepfakes, NCII, and online harms. The OSRA creates an Online Safety Commission with broad takedown and account-restriction powers, while the Criminal Law Bill expands the definition of “intimate image” to cover AI-generated material.

OSRA passed 5 November 2025; Criminal Law Bill introduced 14 October 2025; OSC operational H1 2026.

What it covers

  • 13 categories of online harm, including online harassment, doxxing, intimate image abuse, and image-based child abuse
  • AI-generated NCII including completely synthetic images that don’t alter existing recordings
  • Singapore-based and overseas platforms accessible in Singapore

Requirements and penalties

  • Online Safety Commission can issue takedown directions, restrict perpetrator accounts, and assist victims in identifying anonymous perpetrators for civil enforcement
  • First operational tranche covers harassment, doxxing, NCII, and image-based child abuse from H1 2026
  • Criminal Law Bill expands Section 377BE to cover producing or possessing AI-generated NCII
  • Existing Protection from Harassment Act (POHA) provides civil remedies for deepfake harassment
